However, when I slice them, the top layer is either missing (completely open), or just has some strings running across diagonally. They are present in the parts for the right ailerons and elevators and print just fine.

They do not appear in the sliced preview in the software and they’re not getting printed. The registration data from the plans site or the old forum wont work here. You have to register before you can post.
